Recession could be a new and extensive block on social mobility, cutting into the investment margin for people to develop their own skills. At a seminar organised by the ICAEW and the independent think tank Reform, Chris Grayling MP, Conservative Shadow Secretary for Work and Pensions, outlined the scale of the challenge.
