While attention is often given to changes in public programmes, it is important not to lose sight of how the environment for the “non-government pillar” is changing. Recent years have seen a focus on how individuals and families could take greater responsibility in the welfare state. Yet this should just be the start. Debate must also consider the potential role that employers could play in improving outcomes.

Particular emphasis will be given to employers’ potential role in addressing two of the most difficult issues facing reform: “managing sickness” (particularly for people in the “progression to work” group, where an immediate return to work is not appropriate but is a genuine possibility with time, encouragement and support) and “building financial resilience.”
