Patrick Nolan, Chief Economist at Reform, noted that while there is a great deal of support for the principles behind the Universal Credit the delivery and cost of this programme will be a challenge. As he noted: “spending £2 billion on a Universal Credit when you are also looking for savings of £10 billion [from the welfare budget] does provide a challenge to the Treasury.”
