The debate on the deficit crisis has so far focused on the public spending side. But tax matters too. The UK's tax policy has become short-term and subject to political whim. The underlying principles have fallen by the wayside resulting in an increase in instability. The right tax decisions now can both rescue the public finances and help to set the conditions for stronger economic growth in the future.
